If you accept money from some one to play music you can do that but you have to disclose it. This was not the case. Payola is hurting the industry in long run. Music is plyed only because radios get money to play it, not because some one likes it.

Who should be punished for Payola? FCC could revoke radio station license, demand policies that prevent Payola give fines.
